This bill establishes the Department of State Technology as a new executive agency under the Governor, with the Secretary of the department serving as the state's Chief Information Officer, and transfers all functions, personnel, and funds from the former Agency for Enterprise Information Technology to this new department. It also creates the Fletcher Shared Resource Center within the Department of Financial Services to provide enterprise information technology services to that department, co-location services to the Departments of Legal Affairs and Agriculture and Consumer Services, and to host the Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS). The bill redefines various terms related to information technology services and data centers, outlines the powers and duties of the new Department of State Technology, including developing a long-range technology plan, setting state technology policy, and overseeing technology procurement and project management, and exempts certain entities from data center consolidation unless specifically directed by the Legislature. Additionally, it transfers various technology-related programs and responsibilities from the Department of Management Services to the new Department of State Technology, including those related to telecommunications networks, emergency communications (E911), and broadband Internet service promotion, and makes conforming amendments to numerous Florida Statutes to reflect these changes.
