This bill aims to revise Florida's education accountability system by delaying the full implementation of online English Language Arts (ELA) and Mathematics assessments until the necessary technology infrastructure, connectivity, and capacity have been tested and certified as ready, and by ensuring that state and local student assessment programs use the minimum amount of testing necessary. It also allows the PSAT, SAT, and ACT to be accepted as alternatives to a common placement test for assessing college readiness, and revises personnel evaluation procedures and criteria, including how student learning is assessed. The bill also introduces a transition period for new accountability systems, holding school grades in abeyance for the 2014-2015 and 2015-2016 school years, and modifies the weight given to student performance in teacher evaluations, reducing it from at least 50% to 30%.
