It also mandates that state and local student assessment programs use only the minimum testing necessary to achieve their purposes. Furthermore, the bill allows the PSAT, SAT, and ACT to be accepted as alternatives to a common placement test for assessing college readiness, and it revises personnel evaluation procedures and criteria, including how student learning assessments are used.
