The commission will examine the effectiveness of the Residential Contractor's Guaranty Fund, which is a fund designed to protect consumers from financial losses due to faulty home improvement work, and explore ways to improve the civil action system and the enforcement of civil judgments, which are legal processes for resolving disputes and ensuring court decisions are carried out. The commission will be composed of various officials, including the Attorney General, Sheriffs from each county, representatives from the District Court and Boston Municipal Court, the Undersecretary of Consumer Affairs and Business Regulation, and representatives from consumer and builder organizations. This commission is tasked with holding its first meeting within one year of the bill's passage and submitting its findings and recommendations within one year of that initial meeting, with no compensation for its members.
