This bill establishes a capital outlay program to fund maintenance and improvements for municipal drinking water, wastewater, and stormwater infrastructure. It allocates $1,000,000,000 to the Massachusetts Clean Water Trust, which will administer these funds through a newly created Water Infrastructure Improvement Fund.
