This bill proposes changes to Massachusetts law regarding homeowners' associations and property tax assessments. First, it amends Chapter 59 of the General Laws by adding a new section that dictates how real property within a subdivision, which was mistakenly omitted from buildable lot size calculations according to local zoning rules, should be assessed for property taxes. Such property will be valued as if it were an unimproved, unbuildable lot, and tax collectors cannot collect taxes on it until this classification is made. Second, it amends Chapter 184 of the General Laws by adding a new section that prohibits any homeowners' association, whether it's a formal corporation or not, from forcing a homeowner within its jurisdiction to become a member of that association.
