This bill amends existing law to ensure that piggeries, which are farms raising pigs, are regulated based on their actual impact on air and water quality. Specifically, it states that a piggery cannot be shut down unless there is a significant and ongoing negative effect on air or water quality, or a strong reason to expect such effects will happen. When deciding if a piggery is causing or might cause these problems, regulatory boards must use guidelines and standards from the Natural Resources Conservation Service, an agency within the U.S. Department of Agriculture, or other relevant standards identified by the state's department of agricultural resources.
