This bill authorizes the city of Northampton to issue five additional annual licenses for restaurants that can serve all types of alcoholic beverages, even though the city may have already reached its limit for such licenses based on its population (this limit is referred to as the "quota" in section 17 of chapter 138 of the general laws). These special licenses are specifically for five named businesses: Healthy Karma, LLC (d/b/a Hinge), RIAS BAIXAS LLC (d/b/a Ibiza Tapas), Local Burger LLC (d/b/a Local Burger), OBCT Inc. (d/b/a Sierra Grill), and Sylvester's Fine Foods, Inc. (d/b/a Sylvester's Restaurant). The licenses will be governed by most of the rules in chapter 138 of the general laws, except for the quota limitations. If any of these licenses are revoked or if a business stops operating for six consecutive months, the license will return to the city to be reissued to another eligible licensee after a hearing.
