This bill authorizes the city of Northampton to issue five additional annual licenses for the sale of all alcoholic beverages to be consumed on the premises, which are "above quota" meaning they exceed the standard limit set by state law (specifically, section 17 of chapter 138 of the General Laws). These special licenses are intended for five specific restaurants: Hinge, Ibiza Tapas, Local Burger, Sierra Grill, and Sylvester's Restaurant. The bill also stipulates that these licenses cannot be transferred to locations outside of Northampton's central business district or the Florence business district, as defined by zoning maps from September 21, 2015, and will be clearly marked to reflect this restriction. If a license becomes available, it can be reissued to a new applicant within these designated districts, provided the applicant demonstrates good standing with the departments of revenue and unemployment assistance regarding taxes and contributions.
