It introduces a provision allowing a superintendent to request the renegotiation of certain decisions made by a "joint resolution committee" if circumstances change, requiring the commissioner of education to approve or deny such requests within 10 days, and if approved, setting a 30-day period for the superintendent and the relevant "bargaining unit" (a group representing employees, like teachers, in contract negotiations) to reach an agreement, with the commissioner resolving any unresolved issues. Additionally, the bill clarifies that renewing a turnaround plan will not automatically require renegotiating existing decisions with a collective bargaining unit, and it extends a transitional period after a school is no longer designated as underperforming to a minimum of five years, during which any decisions made with a collective bargaining unit will remain in effect.
