Bill Summary
Relative to the state employees’ sick leave bank. Public Service.
AI Summary
This bill establishes a sick leave bank for state employees, allowing them to apply for and receive donated sick, personal, or vacation days if they are employed by an executive branch agency or the trial court and are experiencing an illness or disability. The Secretary of Administration and Finance will create rules for how these banks operate, including who is eligible, how employees can donate their leave time, and how that time is distributed to those who qualify. These sick leave banks are intended for employees who either don't have access to the extended illness leave bank (under section 4P of chapter 7) or have already used up their time in that program. Any employee can donate leave days to any other qualifying employee, regardless of their respective departments, though trial court employees can only donate to other employees within their own court. If an employee's need for the sick leave bank ends, or if they leave their job, any unused time will be transferred to the extended illness leave bank for executive branch employees or the trial court paid leave bank for trial court employees. Importantly, leave days from this bank can only be used for the specific illness or disability that led to its creation, as determined by the employee's human resources director.
