This bill allows cities and towns in Massachusetts to offer retirement or pension plans and health insurance benefits, including coverage upon retirement, to employees hired after the bill becomes law, with the decision resting with the mayor and city council or board of selectmen. These benefits can be established on terms deemed fair and reasonable by the local governing body, but only after holding at least one public hearing with proper notice. Any such plans or benefits for employees represented by unions will be subject to collective bargaining under Chapter 150E of Massachusetts General Laws, which governs public employee labor relations. Municipalities will also have the flexibility to set different premiums, contribution rates, plan designs, or retirement benefits for various employee groups, while importantly, this bill will not alter the existing benefits for employees or retirees hired before its effective date.
