This bill requires wireless service providers, which are companies that offer phone and data services, to make available at least one application, a specialized software program, that prevents texting while driving for users under 18 years old. This application must be downloadable and, for family plans, at least one such app must be provided at no cost to the subscriber for each minor user. The app must automatically reply to incoming texts, block features like emailing, calls, texting, and internet browsing while driving, allow for a "whitelist" of pre-approved phone numbers that can still be contacted, enable quick dialing of 911, and prevent minors from disabling it until the vehicle is stopped. This is intended to promote safer driving habits among teenage drivers.
