This bill proposes to incentivize efficiencies in the education system of the Commonwealth by encouraging school districts and charter schools to consolidate administrative positions. Specifically, any existing public school district, regional school district, or Commonwealth Charter School that forms a Superintendency Union by consolidating key leadership roles such as Superintendents, Assistant Superintendents, Business Managers, Curriculum Directors, and others, will receive a one-time incentive payment of $50,000. This payment can be used for restructuring costs or other purposes decided by the local School Committee, and is subject to available funding. To qualify for this incentive, these newly formed Superintendency Unions must submit a transition plan to the Department of Elementary and Secondary Education, which will oversee the elimination of redundant positions within three years of the union's formation. Additionally, the bill allocates $100,000 each to the Department of Elementary and Secondary Education and the Department of Revenue to provide technical assistance for the creation of these Superintendency Unions.
