This bill proposes to amend existing law regarding charter school tuition payments by adding a new provision that limits a public school district's total charter school tuition payment to commonwealth charter schools to 9 percent of the district's net school spending, which is the amount a district spends on its public schools after accounting for certain state aid. This limitation would only apply if the district does not receive "local approval," which is defined as approval from the school committee, town meeting voters (or city council and mayor in a city), or voters at a general state election for municipalities expected to enroll students in the charter school. However, this new restriction would not affect charter schools that were approved by the board before January 1, 2015.
