This bill authorizes cities and towns to include a voluntary donation option, or "check-off," on their real estate tax bills, allowing taxpayers to contribute at least $1 or another designated amount to support municipal services during times of instability. The collected funds will be placed in a special account within the city or town's general treasury, managed by the treasurer and invested similarly to trust funds, and will be used for the specified purposes without needing further legislative approval. To oversee this, a taxation aid committee will be formed, comprising the chairman of the board of assessors, the treasurer, and three residents appointed by the mayor or board of selectmen, who will establish rules to identify who receives this aid.
