This bill establishes a Vulnerable Road User Safety Commission to study and report on injuries and accidents involving vulnerable road users, defined as pedestrians and bicyclists, and to propose ways to improve safety for all modes of transportation, including cycling and walking. The commission will gather data on accident frequency, nature, involved parties, and road conditions, and will explore safety enhancements like colored bike paths and wider bike lanes. It will also develop legislative recommendations and educational materials to reduce accidents and promote safe road sharing. The commission will be co-chaired by the Chairs of the Joint Committee on Transportation and will include representatives from the Departments of Public Health, Transportation, and Public Safety, along with members from various advocacy and law enforcement organizations. The commission is required to submit its findings and proposed legislation by December 31, 2015.
