This bill mandates that the University of Massachusetts Donahue Institute, a research organization, conduct a comprehensive study of public works projects, which are construction or repair projects on public infrastructure, during the calendar years 2008 and 2009. The study will specifically analyze the costs associated with traffic direction at these projects and the financial impact of regulations outlined in 701 CMR 7.00, which likely pertains to traffic control at construction sites. Furthermore, the institute will examine public safety incidents at these sites, including accidents, worker and non-worker injuries, and emergency calls, and will report these findings by calendar year. To facilitate this research, $50,000 will be appropriated to the Donahue Institute, and the final report must be submitted to the Joint Committee on Public Safety, a legislative committee overseeing public safety matters, by March 1, 2016.
