This bill authorizes the Commissioner of Capital Asset Management and Maintenance, in consultation with the Commissioner of Conservation and Recreation, to lease a specific parcel of state-owned land in Boston to the Church of the Nazarene Friends of the Humbles and the Greater Boston Nazarene Compassionate Center for a term of up to ten years, with two possible ten-year renewals. This land, currently used for open space and passive recreation as part of the Neponset River Reservation, will be leased for parking purposes exclusively for the two named organizations. The lease will include conditions to address environmental impacts, and the exact boundaries will be determined by a survey. The lease can be terminated if the land is needed for public construction projects related to a sewer line easement or for public access/improvements along the Neponset River, with no parking allowed on the sewer easement. The lease consideration will be the full fair market value, determined by an independent appraisal reviewed by the Inspector General, and the payment will be deposited into the Urban Parks Trust Fund to ensure no net loss of protected conservation and recreation lands. If the property ceases to be used solely for its designated parking purpose, the lease can be terminated, and the property will revert to the Commonwealth. The Inspector General will review the appraisal and report findings to legislative committees, and the Commissioner must submit the proposed lease and related reports to the Inspector General and legislative committees for review and comment before execution. The Church and Center will be responsible for all associated costs, including engineering, surveys, and appraisals.
