This bill authorizes the commissioner of capital asset management and maintenance, in consultation with the commissioner of correction, to transfer a roughly .67-acre parcel of state-owned land located at 407-409 Commonwealth Avenue in Concord to the town of Concord for the purpose of supporting the Bruce Freeman Rail Trail with amenities like parking, bike racks, and trail space. The town will pay $1 for the land, and the commissioner will determine the exact boundaries after a survey, while also establishing the property's value for its highest and best use and for its intended trail support purposes, with notification of the transaction and value difference to be published in the central register. The town of Concord will be responsible for all costs associated with the transaction, including engineering, surveys, appraisals, recording fees, deed preparation, and any future ownership liabilities, and the deed will stipulate that the land must be used solely for the authorized trail support purposes, with a provision for the land to revert to the Commonwealth if it ceases to be used as intended.
