This bill authorizes the Division of Capital Asset Management and Maintenance, a state agency responsible for managing state-owned properties, to transfer a specific parcel of land in Sutton, Massachusetts, to Tim and Tammy Mahoney. This land, approximately 4.65 acres and identified as parcel 2-5-UR on a town zoning map, was originally acquired by the state for highway purposes. Before the transfer can occur, Tim and Tammy Mahoney must pay the full market value of the land, determined by an independent appraisal. The Inspector General, an independent state official who investigates government waste and fraud, will review and approve this appraisal, reporting on its methodology and filing the report with relevant legislative committees. Additionally, the Inspector General will review any agreements related to the land transfer and provide comments before the final execution, ensuring transparency and proper oversight in the process. Tim and Tammy Mahoney will also be responsible for covering all costs associated with the appraisal, survey, and preparation of the deed for the land transfer.
