The grant percentage a municipality can receive is calculated using a formula that includes a base percentage of 50 points, plus factors reflecting the community's income, property wealth, and the proportion of low-income elderly residents, all compared to statewide averages. Additionally, incentive points can be awarded at the discretion of the MOBD for factors like efficient construction, regionalization, superior maintenance, energy efficiency, and prioritizing major renovations over new builds, with specific limits on individual incentive categories and total incentive points. The maximum grant percentage a municipality can receive is capped at 66 percent.
