This bill amends Chapter 18C of the General Laws to redefine the "Advisory board" as the "Advisory council" and the "Child advocate" as the child advocate appointed under section 3, clarifying these terms within the office of the child advocate. It expands the responsibilities of the office to actively investigate and ensure the highest quality of services and supports for the health, safety, and well-being of all children in the Commonwealth, including examining systemic issues within the child welfare system to ensure each child has the opportunity for a full and productive life. The bill also establishes a new structure for the office, creating a dedicated "office of the child advocate" headed by a child advocate appointed for a five-year term by a majority vote of the attorney general, state auditor, and governor, based on qualifications in child welfare and related fields, with provisions for removal for cause. Furthermore, it creates a 25-member "child advocate advisory council" composed of various state officials and appointed members, including representatives from organized labor and child advocacy organizations, which will meet at least quarterly with the child advocate to assist in the office's duties.
