Life cycle cost estimates are defined as the projected expenses associated with a facility over its entire lifespan, including the costs of installation, financing, operation (like fueling and maintenance), and eventual replacement of any energy systems, as well as any measures taken to make those energy systems more efficient. This means that beyond just the initial construction price, the government will also look at how much the project will cost to run and maintain over time when deciding who is the "lowest responsible and eligible bidder," ensuring that the most cost-effective option in the long run is chosen.
