This bill aims to ensure fair use of outside consultants by municipalities and regional governments when making land use decisions. It proposes amending existing law to require cities and towns to create and maintain an updated list of qualified external consultants in fields where they anticipate needing expert advice for reviewing applications. This list, certified by the city or town clerk, must include at least three consultants for each relevant field, and applicants will have the right to choose from this list and request proposals before making a selection. Importantly, applicants will not be responsible for the travel expenses of these consultants, and if multiple local boards or officials are involved in reviewing a project, they must coordinate their use of consultants to prevent redundant work.
