This bill aims to protect individual landowners from what it defines as "unfair and excessive land use regulations" imposed by cities and towns in the Commonwealth. It specifies that "land use regulations" encompass zoning by-law changes that restrict a property's current or potential uses, decisions by local boards and departments that limit property use, or any other local action that restricts private property use or reduces its fair market value. Under this bill, any landowner affected by such regulations would be entitled to compensation for the loss of use or potential uses of their property, as well as monetary compensation for any decrease in its fair market value.
