This bill directs the commissioner of capital asset management and maintenance, in consultation with the commissioner of conservation and recreation, to lease a specific parcel of land known as the 9/11 Memorial Field in Southborough to the town for at least 15 years for its continued use as a multipurpose recreational field. The exact boundaries of this land, currently under the control of the department of conservation and recreation, will be determined by a survey. If the land is no longer used solely for recreational purposes, the lease will be terminated, and the property will revert to the commonwealth. The town of Southborough will be responsible for managing, operating, improving, repairing, and maintaining the leased property, ensuring continued public access under conditions acceptable to the commissioner of conservation and recreation. The town will also hold the commonwealth harmless from any claims arising from the lease and will cover all associated costs, including surveys and lease preparation.
