This bill authorizes the Commonwealth of Massachusetts to grant an easement to the town of Barnstable, allowing the town to use a specific parcel of land, originally acquired by the Commonwealth for conservation purposes like protecting endangered species and wildlife, as a shared pedestrian and bicycle path. In return, and to ensure no net loss of protected land, the town of Barnstable is authorized to grant or assign several conservation restrictions, which are legal agreements that limit the use of land to protect its natural resources, on various parcels of land it owns or will acquire. These conservation restrictions will be acquired by the Commonwealth, specifically through the division of capital asset management and maintenance in consultation with the Division of Fisheries and Wildlife. The town of Barnstable will be responsible for all costs associated with these transactions, including surveys and deed preparation.
