This bill modifies the Solid Waste Management Trust Fund to allow up to 5% of its total funds to be used for a waste tire abatement program, in addition to existing solid waste management grant programs for recycling and waste reduction. It also establishes a landfill closure account within the trust fund, allowing the Department of Environmental Protection (DEP) to contract with third parties for the closing and long-term care of solid waste management facilities under specific conditions, such as when a facility is abandoned or ordered closed, and the original financial assurance is insufficient. Furthermore, the bill expands the small county consolidated grant program to include waste tire abatement activities and adjusts population thresholds for grant eligibility, while also making conforming changes to other related statutes.
