This bill modifies several environmental regulations in Florida, including changing the requirements for taking the water well contractor licensure examination by allowing an applicant to provide a letter from either a water well contractor or a governmental water well inspector, rather than requiring both. It also exempts certain constructed clay settling areas, which are areas used for settling clay particles, from specific reclamation rate and financial responsibility requirements when their beneficial use is extended. Furthermore, the bill establishes a dedicated solid waste landfill closure account within the Solid Waste Management Trust Fund to ensure funding for the closing and long-term care of solid waste facilities, allowing the state to use insurance or other financial mechanisms to cover these costs and providing a fallback from the trust fund if those are insufficient. Additionally, it clarifies that land set-asides and water quality improvement projects can be used for nutrient load reduction trading and revises general permit criteria for stormwater management systems.
