This bill establishes a Water and Wastewater Utilities Relocation Study Committee, composed of nine members appointed by various state officials and organizations, to study and recommend solutions for the relocation of water, sewer, and public utility facilities necessitated by road and bridge construction, with a report due by December 15, 2016, after which the committee will expire. It also transfers the review of water management district rules from the Florida Land and Water Adjudicatory Commission (a body that previously reviewed rules and orders of water management districts for consistency with state water resource laws) to the Department of Environmental Protection (DEP), which will now ensure these rules align with the department's water resource implementation rule, and provides a process for affected individuals to request hearings on these rules. Furthermore, the bill repeals provisions related to supplemental damages for violations of consumptive use permits, which are permits authorizing the use of a specific amount of water, and makes this repeal retroactive to civil actions where a trial has not yet begun.
