This bill establishes a Water and Wastewater Utilities Relocation Study Committee, comprised of nine members appointed by various state officials and organizations, to investigate and recommend solutions for the costs and coordination of relocating water, sewer, and public utility facilities when required by road and bridge construction projects, with a report due by December 15, 2016. Additionally, the bill transfers the responsibility for reviewing rules of water management districts (districts that manage water resources) from the Florida Land and Water Adjudicatory Commission (a body that reviews agency rules and orders) to the Department of Environmental Protection (DEP), ensuring these rules are consistent with the DEP's water resource implementation rule, and makes several conforming changes to existing statutes related to water resource management and permitting, including repealing section 373.245 Florida Statutes.
