It also establishes a dedicated landfill closure account within the Trust Fund, enabling the DEP to contract with third parties for the closure and long-term care of solid waste management facilities under specific conditions, such as when a facility is abandoned or ordered closed, and financial assurances like insurance policies are in place. The bill also revises eligibility for a grant program for small counties, now including waste tire abatement as a supported activity, and removes a separate waste tire abatement program previously funded by a different grant program, along with its distribution requirements.
