This bill revises the requirements for issuing specialty license plates in Florida, including increasing the minimum number of presale voucher sales needed to begin manufacturing a plate from 1,000 to 4,000, and establishes a limit of 100 specialty plates that can be available for issuance at any given time, requiring the discontinuation of existing plates if the number of active registrations falls below 4,000 for 12 consecutive months, with exceptions for collegiate, State University System, and Florida Professional Sports Team plates. It also clarifies that if a specialty plate is discontinued, individuals who already have it can keep it for the remainder of its 10-year replacement period without paying the specialty plate fee, and any remaining funds from discontinued plates will be distributed to the designated organization or deposited into the Highway Safety Operating Trust Fund if the organization no longer exists. Furthermore, the bill mandates that the Department of Highway Safety and Motor Vehicles (DHSMV) will now audit organizations that receive funds from specialty license plate sales every two years to ensure compliance with how those funds are used, in addition to their existing attestation requirements.
