This bill makes several changes related to highway safety and motor vehicles, including requiring drivers to yield to utility service vehicles and service patrol vehicles displaying specific lights when they are performing tasks on the roadside, and it introduces a pilot program in the Fourth Judicial Circuit allowing courts to order participation in a qualified sobriety and drug monitoring program as an alternative to ignition interlock devices for certain DUI offenses, effective October 1, 2016. Additionally, insurance companies will be able to obtain salvage certificates of title or certificates of destruction from the Department of Highway Safety and Motor Vehicles after a specified period following claim payment, subject to certain conditions, starting July 1, 2023. The bill also updates definitions for "service patrol vehicle" and "driver-assistive truck platooning technology," modifies rules regarding specialty license plates, allows for the addition of a deaf and hard of hearing symbol on driver licenses and identification cards, and makes various other amendments to statutes concerning vehicle registration, fees, and dealer practices.
