This bill authorizes the city of Easthampton to issue eight additional licenses for establishments that sell alcoholic beverages intended for consumption on the premises, overriding a general state law (section 17 of chapter 138 of the General Laws) that limits the number of such licenses. The licensing authority in Easthampton must prioritize applications from businesses located in the city's mill industrial district and downtown business district, as defined by the city's zoning map, before considering applications from other areas. Once issued, these licenses cannot be transferred to a different location, but they can be granted to a new applicant at the same location if the previous license holder is in good standing with the department of revenue and the department of unemployment assistance, meaning all taxes, fees, and contributions have been paid. If a license is canceled, revoked, or no longer in use at its original location, it will be returned to the licensing authority, which can then issue it to a new applicant at that same location under the same conditions.
