This bill authorizes the town of Webster to grant one additional license for the sale of all alcoholic beverages to be consumed on the premises, specifically to Bridan Enterprises LLC, which operates as Cappellinis at 141 Worcester Road. This authorization is an exception to a general rule (section 17 of chapter 138 of the General Laws) that limits the number of such licenses. The license will be subject to all regulations in chapter 138, except for the limitation on the number of licenses. Importantly, this specific license cannot be transferred to another person, organization, or location, though a new applicant could receive it at the same location if they demonstrate the current license is in good standing and all taxes are paid. Upon receiving this new license, Bridan Enterprises LLC must return its current license for the sale of wines and malt beverages. If the new license is no longer used, it will be returned to the town, which can then grant it to a new applicant at the same location under the same conditions.
