This bill authorizes the town of Webster to grant one additional license for the sale of all alcoholic beverages to be consumed on the premises, specifically to Bridan Enterprises LLC, which operates as Cappellinis at 141 Worcester Road. This is an exception to the usual rules outlined in section 17 of chapter 138 of the General Laws, which governs alcoholic beverage licenses. The new license will be subject to all regulations in chapter 138, except for section 17. The bill also states that this specific license cannot be transferred to another person, organization, or location, though it can be reissued to a new applicant at the same location if they meet certain requirements, such as demonstrating good standing with the departments of revenue and unemployment assistance and having paid all applicable taxes and fees. Upon receiving this new license, Bridan Enterprises LLC must surrender its current license for the sale of only wines and malt beverages to be drunk on the premises. If the new license is no longer used at its original location, it will be returned to the town's licensing authority, which can then grant it to a new applicant at that same location under the same conditions. This act will become effective immediately upon its passage.
