This bill revises the duties of the Just Read, Florida! Office to provide research-based reading instruction and intervention strategies training for prekindergarten through grade 5 teachers and reading coaches. It also requires the office to work with the Florida Center for Reading Research to identify evidence-based reading programs and develop curriculum resources to help elementary schools use state-adopted instructional materials to improve students' literacy skills. The bill makes changes to the Voluntary Prekindergarten Education Program, including requiring early learning coalitions to assign student identification numbers and providing parents with pre- and post-assessment results. It also allows a child who has completed a school-year prekindergarten program but is at risk of not meeting performance standards to reenroll in a subsequent year. Additionally, the bill appropriates $10 million for the development of this training for the 2017-2018 fiscal year.
