This bill provides for a program of climate change adaptation and the preservation and improvement of the environmental and energy assets of the commonwealth. Key provisions include: - Establishing grant and loan programs to help owners and operators of gasoline and petroleum retail facilities replace and modernize underground storage tanks to reduce pollution risks. - Providing funding for improvements and replacements to the infrastructure and holdings of the executive office of energy and environmental affairs, including buildings, equipment, and technology. - Allocating funds for land, soil, water, and natural resource conservation; open space preservation; watershed remediation; coastal resource protection; recreation; and environmental equity and wildlife protection. - Providing funding for the design, construction, and rehabilitation of coastal infrastructure and resiliency measures, as well as for municipal and state-owned dams and inland flood control projects. - Establishing the Global Warming Solutions Trust Fund to support climate change mitigation and adaptation strategies. - Creating the Municipal Vulnerability Preparedness grant program to help cities and towns complete climate-related vulnerability assessments and develop adaptation plans. - Amending environmental justice laws to strengthen enforcement, public participation, and protections for overburdened communities. The bill also authorizes the issuance of bonds to finance these investments in the commonwealth's environmental and climate resilience.
