This bill: Provides a $1.5 billion program to fund various climate change adaptation and environmental protection initiatives, including grants and loans to replace underground petroleum storage tanks, infrastructure improvements for the executive office of energy and environmental affairs, land and natural resource conservation, coastal resiliency projects, dam and flood control repairs, water and air quality projects, agricultural sustainability programs, and urban park development. The bill also establishes the Global Warming Solutions Trust Fund and the Transfer of Development Rights Revolving Fund, and makes changes to the laws governing the transfer of development rights, the classification of farmland for estate tax purposes, and the regulation of recreational vehicles, animals, and fishing and shellfish. The bill also requires the development of a statewide climate adaptation and hazard mitigation plan and a municipal vulnerability preparedness grant program.
