This Resolution, known as the SUPPORT for Patients and Communities Act, aims to combat the opioid crisis by implementing a wide range of provisions affecting both Medicare and Medicaid, as well as public health and regulatory measures. Key provisions include expanding Medicaid coverage for at-risk youth and former foster youth, increasing substance use disorder provider capacity within Medicaid, and improving drug review and utilization processes. For Medicare, the Act enhances telehealth services for substance use disorder treatment, expands comprehensive screenings for seniors, and mandates secure electronic prescribing for controlled substances. It also strengthens FDA regulations on pain products, improves coordination to combat illicit drug imports, and enhances drug disposal and packaging safety features. Furthermore, the resolution addresses public health aspects by supporting first responder training, establishing pilot programs for detecting synthetic opioids, and promoting research into trauma-informed care and alternatives to opioids. It also includes provisions for improving access to quality sober living environments, expanding substance use disorder treatment workforce training, and fighting opioid abuse in transportation. Finally, the Act aims to prevent fraud in opioid addiction recovery programs, address economic and workforce impacts of the crisis, and reauthorize various grant programs related to recovery and prevention.
