Click Add term search condition.. :

• Text must contain all of - all the words and phrases must be in the bill
• Text must contain any of - one or more of the words or phrases must be in the bill
• Text must contain near - the words must appear close together in the text (within about 20 words of each other), in any order
• Text must not contain - excludes any bills containing the words or phrases

NOTE: 

• surround phrases in "quote marks".  
• Use the wildcard * to match any word starting with those letters. e.g. driv* will find drive, driver, driving etc. 
• Don't use words like AND, OR, or any punctuation like commas.
