It defines "Mechanical Vehicle Data" as any telematics data in a vehicle related to its diagnosis, repair, or maintenance, and "Telematic System" as any system that collects and stores information generated by the vehicle's operation using wireless communications. 2. It requires manufacturers to provide standardized and open access to vehicle on-board diagnostic systems for owners and independent repair facilities, without the need for additional authorization. 3. Starting in model year 2022, it mandates manufacturers to equip vehicles with an interoperable, standardized, and open access platform that allows owners and independent repair facilities to securely access all telematics vehicle data. 4. It directs the Attorney General to establish a consumer notice that explains telematics systems, the data collected, and the consumer's right to access and control the data. 5. It requires dealers to provide the consumer telematics notice when selling a vehicle with a telematics system. 6. It prohibits manufacturers from selling new vehicles in the Commonwealth if they fail to comply with the requirements of this act, until the Attorney General is satisfied that the manufacturer has resolved the issues and is in full compliance.
