This bill amends existing law to allow the Secretary of Energy and Environmental Affairs, in consultation with the Department of Energy Resources and the Department of Public Utilities, to investigate the potential of using or participating in regional or multi-state competitive market mechanisms or structures to facilitate the financing of clean energy generation resources, including offshore wind, to meet the Commonwealth's clean energy needs and greenhouse gas emission reduction goals. The Secretary may then determine that such regional or multi-state markets can meet the Commonwealth's clean energy needs, set regional market targets, and direct distribution companies to enter into agreements or participate in the regional markets to facilitate the financing of equivalent clean energy generation as previously authorized under existing law.
