The Secretary may then determine that such regional or multi-state markets can meet the Commonwealth's clean energy needs, set regional market targets, and direct distribution companies to enter into agreements or participate in the regional markets to facilitate the financing of equivalent clean energy generation as previously authorized under existing law.
