This bill repeals the statutory provisions that prohibit counties and municipalities from enacting any ordinance or resolution to control rent on private residential property or housing units. The bill also allows local governments to adopt rent control measures, as long as they are uniformly applied, do not apply to newly constructed or redeveloped housing units for 15 years, and limit annual rent increases to no less than the percentage increase in the Consumer Price Index plus three percentage points plus reasonable increases to cover actual costs incurred by the landlord for substantial renovations. The bill also allows local governments to adopt ordinances or resolutions intended to increase the supply of affordable housing within their jurisdictional boundaries, even if they do not meet the other requirements.
