CONCERNING THE CREATION OF AN IDENTICAL REFUND PAYMENT OF EXCESS STATE REVENUES FROM ALL SOURCES AS A MECHANISM TO REFUND A PORTION OF THE EXCESS STATE REVENUES FOR THE 2022-23 STATE FISCAL YEAR ONLY.
