This bill aims to reduce the impact of aviation on surrounding communities. The key provisions are: 1. It provides a tax credit for aircraft owners to modify their aircraft to use unleaded aviation gasoline, in order to reduce lead emissions. The credit covers 50% of the modification costs up to $500 per aircraft, and is available from 2025 to 2030. 2. It expands the definition of "aviation purposes" that can be funded through the state aviation system grant program, to include infrastructure for unleaded fuel, subsidies for unleaded fuel, noise monitoring, and evaluation/education on mitigating adverse health and environmental impacts of aviation. The bill requires that at least 10% or $1.5 million of grant funding per year be designated for the transition to unleaded fuel. 3. It adds two new members to the Colorado Aeronautical Board who represent communities affected by general aviation airport traffic, and requires the board to be representative of communities disproportionately impacted. 4. It requires airports with significant general aviation activity in urban/suburban areas to develop plans to phase out leaded fuel by 2030 and implement voluntary noise abatement measures, in order to be eligible for state aviation grants. 5. It directs the Division of Aeronautics to evaluate and provide education/technical assistance to these airports on addressing adverse health, safety, and welfare impacts of aircraft noise and lead emissions on surrounding communities.
