This bill: - Authorizes special districts that provide emergency services, such as fire protection and ambulance services, to impose an impact fee on the construction of new buildings, structures, facilities, or improvements within the district's jurisdictional boundaries. The impact fee must be based on a legislatively adopted schedule that is intended to defray the projected impacts on the district's capital facilities caused by the proposed construction. - Prohibits fire protection districts from imposing fees or charges for responding to, combating, or extinguishing fires on taxable real or personal property within the district's boundaries, except in certain circumstances where reimbursement is authorized by federal or state law. - Allows fire protection districts and ambulance districts to levy a uniform sales tax within their jurisdictional boundaries, subject to voter approval. The revenue from the sales tax must be used to fund the districts' services in the areas where the tax is levied and cannot be used to supplant other funding the districts would otherwise receive. The bill aims to provide special districts that provide emergency services with additional revenue sources and tools to address the impacts of new development on their capital facilities and service delivery.
