This bill directs the University of Maine System to conduct a comprehensive feasibility study regarding distance learning options for the University of Maine School of Law's juris doctor (J.D.) degree program. The study must specifically examine two potential scenarios: first, expanding the current J.D. program to include distance learning courses, and second, creating an entirely new 100% online J.D. program. The required analysis must cover multiple key aspects, including the operational costs for both distance learning models, projected student enrollment changes, the process and expenses associated with obtaining American Bar Association (ABA) approval for these new learning formats, and a detailed assessment of the potential benefits and drawbacks of implementing these distance learning options. The University of Maine System is mandated to complete this study and submit a detailed report, including potential legislative recommendations, to the legislative committee responsible for education matters by November 4, 2026. The joint standing committee will then have the option to propose related legislation for consideration by the 133rd Legislature in 2027.
